29 26-5942 Directing the City Manager to initiate procurement of professional scientific, environmental, and technical consulting services for the feasibility, planning, and conceptual development of a Sargassum Removal and Management Pilot Project at Smathers Beach; Providing that any architectural, professional engineering, landscape architectural, surveying and mapping, or other professional services subject to Section 287.055, Florida Statutes, shall be separately procured in accordance with the Consultants' Competitive Negotiation Act, as applicable; providing that no construction, installation, or implementation is authorized without separate approval of the City Commission; Designating Dr. Brian Lapointe as lead scientist and authorizing the City Manager to secure his participation in a manner consistent with the City's procurement code and state law, with the advice and consent of the City Attorney; Directing the City Manager to contact the College of the Florida Keys regarding its participation and scientific support; Directing the City Manager to identify potential funding sources and partnerships; Authorizing the City Manager to prepare and submit grant applications; Expressing the City Commission's formal support for state and federal emergency declarations related to sargassum conditions; Directing the City Manager to coordinate with state and federal partners to obtain such declarations and associated resources, Directing the City Clerk to transmit this resolution to appropriate officials; Directing early coordination with regulatory agencies on permitting and environmental protection.
