28 26-5475 Affirming the steadfast position of the City Commission that the Southernmost Point Buoy ("Buoy") will be returned to, and permanently remain, at its historical location on the oceanfront at the corner of Whitehead Street and South Street (1400 Whitehead Street), Key West, Florida as soon as feasible and dependent upon the progress and/or completion of the Southernmost Point Plaza Construction Project; Directing the City Manager to direct staff to paint the Buoy as historically pointed to retain its authenticity and to ensure the Buoy is painted on both sided to accommodate two (2) lines for tourists to take pictures with the Buoy; Directing the City Manager to designate and direct staff to meet with affected residents to address their concerns and confirm the Commission's position that the Buoy will be returned to and permanently remain at its historical location.

    When the corner of White head and South Street became a meeting and gathering point for the southernmost point of the United States in the earlier 1900s there were a few people traveling here as tourist. This was a simple neighborhood street corner. Now it’s visited by over 1 million people each year and this simple Street corner cannot handle it. It’s proven that the pocket park is a much better plaza for the southernmost point buoy and the tourist to gather. Secondly the city has had two opportunities to correct the flooding at the corner of United and Whitehead. First, when they spent almost a year rehabilitating United Street, now it’s still not addressed!

    Please permanently move the Southernmost Point Buoy to the Duval Street Pocket Park at the end of Duval Street. Removing it from easy view from the street will help traffic movement in the area and it's a park we've already built - let's use it! Repair of the drainage and seawall on South/Whitehead are necessary, and I urge construction in this area to focus on these important items. Move the tourists to the pocket park and return the street to the neighborhood. Traffic on that corner has progressively become worse over the years and the latest plans do not appear to alleviate and may perhaps even exacerbate the traffic issues. Use city funds for infrastructure & use the park we already have

    I support improving the Southernmost Point area and addressing longstanding drainage problems. However, I do not support awarding a $4.25 million single-bid contract for a project that permanently alters an important residential corridor, prioritizes grant-driven amenities over essential infrastructure, and commits the City to substantial long-term costs.
