4a, What if a citizen wants speak on 1+ topic? The rule assumes each speaker will talk on one topic
5, When the Council split the meeting, the 2nd meeting enabled the working population to join the later session.
6a, Agenda. Commissioners can't research an item if an agenda item is added w/in five days
6a, If 1 or 2 members are absent, they don't have a say. Parliamentary law is violated by limiting the rights of the absent
6c, delete the last sentence
