    Hats off to Mr Manager for proposing the City's first lobbying regulations.

    By defining the act of lobbying and barring recent public staff from lobbying for private interests, the proposal represents a step forward for good government.

    As with all first drafts, there's room to improve:

    The proposal lacks a penalty provision. Penalties must be proscribed for this to have any effect.

    City should also require all lobbyists, not just former employees, to register with the City, as is law for lobbyists at the State level. Too many attempt to influence City policy on behalf of their clients while masquerading as private citizens. Let's bring those unregistered lobbyists into the sunshine.
