The concern is that once the conditional use is approved, you can not put the Genie back in the bottle against a new owner. Parking on this area of Fleming is already difficult. The last concern is potential odor from another operator. Perhaps a limitation on cooking and the prohibition of outdoor speakers could work since the need for this exception seems to be technical.
