Before voting on this item, I would ask Commissioners to seek clarification of the following point:
The Executive Summary states the lease fee will be "adjusted pursuant to provisions of Rule 18-21.11." What is the significance and projected impact of this Rule, and what is Staff's estimate for the total actual amount of the adjusted lease fee under the Rule?
In general I support the City holding as much Sovereignty Submerged Lands as it lawfully can. We should know the total amount of lease fees the City will pay, and ensure this amount is reflected in the rents the City charges to its sub-tenants at the Bight.
