6 20-5618 Transient License Transfer - One (1) license in Unassigned Status to 536 Fleming Street (RE# 00009440-000000) - A request to transfer one (1) transient license in unassigned status at Key Cove LLC to property located within the Historic Neighborhood Commercial (HNC-1) zoning district pursuant to Sections 122-776 and 122-1338 of the Land Development Regulations of the Code of Ordinances of the City of Key West, Florida.

    My name is Chris Hinkle and my wife and I rent an apartment just down the street from this location at 613
    Fleming. We oppose the transfer of this transient license as it does not meet the requirements of City code and
    land use policy. How a transfer from a 238sf unit to a 1,900sf unit is even being considered is confusing as there
    is no case presented as to how these two spaces would maintain the same number of occupants as required by code. Allowing this
    transfer to occur would continue the pattern of decreasing our local housing supply, increasing rents, pushing
    locals further up the Keys, and allowing our neighboring homes to be vacant for extended periods of time.

    This action puts profits ahead of the best interests of the community. Please note this
    important quote from staff report, "This application conflicts with provisions of ALL THREE above referenced sections
    of Code, in that the proposed transient license and use will displace an on-site housing unit for permanent
    residents, as further explained in the Staff Analysis section below." This says it all. If you need any further
    reasons for denial (beyond doing the right thing), note that this license was another one that was created by a program to further enrich real estate developers. Identify policies to adopt remove and reduce existing transient
    licenses so we can reclaim our community.

    This attempt to transfer a transient license from a 238 sqft room into a 3 bedroom 1,900 sqft B&B is
    just a money grab. It is just a shameful attempt to backdoor increase transient rental density with a ghost transient rental license
    that was invented last year.
    This is in direct violation of the Comprehensive Plan and the Land Development Regulations. A 238 sqft room is
    not equitable to be transferred into a 1900 sq foot, five-room mansion. This “will create a reduction in housing
    units for permanent residents,” according to first staff report before the lawyers got to it. And don't approve this
    with some ludicrous restriction.
