    With Changes; Continued from item 17; one thought was to require the density bonus (24 units per acre) be restricted to low/very low; most comments wanted an emphasis on bicycle/pedestrian access (eliminating/minimizing parking requirements); some concern with balance between the area becoming an economic engine/revenue generator for BV versus maximizing the number of low/very low units produced, which are likely mutually exclusive objectives; reference that the development has been discussed for 12 years and it is long past time to put shovels in the ground; continued under item 19
