13 20-6381 *Authorizing pursuant to Section 2-797(3) a three year contract with up to two one-year renewals for comprehensive parking software and services solutions from Passport Labs, Inc. on a fee-per-service basis in an amount not to exceed $80,000.00 through the National Cooperative Purchasing Alliance Master Agreement for Parking Products and Services; Authorizing any necessary budget adjustments; Authorizing the City Manager to execute any necessary documents upon consent of the City Attorney.
Please support! Technology enhancements coupled with expanded financial reporting over parking operations is badly needed and would likely result in new recurring revenues. More emphasis on transparency and management reporting with respect to parking citations waived and parking citation delinquencies, among other statistics would also increase parking revenues. For example, transparency on numbers of the very valuable and under priced residential permits issued to residents versus those issued to nonresidents (ie. part time residents, business vehicles, and nonresident owners of City properties) would likely lead to opportunities to differentiate pricing and increase parking revenues.
